    Danny Balis and Jess Barr were reluctant to say anything — as in, one single word — about their proposed Deep Ellum bar after City Plan Commission documents detailing The Twilight Lounge hit the city’s website last weekend. They wanted to stay mum they got the specific use permit that allows them to serve alcohol and keep the doors open till 2 in the morning at 2640 Elm Street. The CPC signed off on it yesterday; next stop, the city council, where it will likely wind up on the consent agenda.

    So, finally, the musicians are willing to reveal details about their would-be dive bar on Elm Street, which they hope to have open by no later than May. Says Balis, a member of The King Bucks and Calhoun and producer of The Hardline on The Ticket, it will be the culmination of a three-year effort to open a bar with Barr, guitarist in Slobberbone.

    I met with a young guy that is part of this I think they are going the right direction with this... Their early idea is just to get businesses in the buldings... even pop-up storefronts like what they did at Bishop arts a while back...

    So, like, it takes three years to open a dive bar in Deep Ellum? It's time for the city to re-evaluate the safety controls on the Party District. Back in when the place was jumping, and getting notice across the country, the city failed the emerging social scene by allowing "dance clubs" marketed specifically to adults who could not legally drink, and the police department public service efforts failed the emerging social scene by inadequate staffing and inappropriate tactics to keep people safe.

    And the city has such a tight grip on the place, the social scene is being choked, cannot take really establish itself. Dallas needs to allowed a neighborhood to host a nightclub scene where grown-ups can get drunk, bar hop and be protected by the police while they do it.

    It should be easier than it is for a bar to open up in Deep Ellum. It needs to be monitored and policed, but it takes 3-7 bar openings for one of them to actually stick. The city seems to have in its mind that they can mold and create a neighborhood full of well established art galleries, live music venues, dive bars, and popular hang-outs through a municipal review process that makes sure the owners have the money to last a long time.... It's the patrons who should be allowed to decide which operations get to last a long time.

    Where does the story say the CPC/City Council sat on permit for 3 years? 3 years mentioned could have just as easily been in the search for property and getting personal finances in order. Hopefully, of course, they did not submit the plan highlighting "dive bar" in the forms.

    I know, the three years is probably mostly the dudes figuring out what they wanted to do, but then they have to complete the municipal iron man marathon of red tape to open a bar that serves booze until 2:00 am. A dive bar shouldn't need the kind of business plan the city requires, and a struggling nightclub scene is castrated without the opportunity for bar concepts to succeed or fail.

    If Dallas City Council does not want an 'entertainment district' with appeal reaching across the country, they are doing the right thing.

    If the City Council wants to increase convention and trade show traffic, increase sales tax revenue, build a SouthCentral US haven for the creative class, and emerge as a Cultural destination contributing to and leading American Society they got it all wrong.

    Noticed a new sign up at 2556 Elm Street for Senico. Glad someone was able to fix up that space after the roof caved in last year.
