They keep turning the ceremonial dirt for southern Dallas redevelopment.

On Tuesday, public officials and community leaders celebrated the coming of a retail center and food mart to Simpson Stuart Road.

Thursday, the scene was the 4400 block of South Lancaster Road, future site of Lancaster Urban Village.

Some five years in the works, the $30 million project will bring 193 apartments, 14,000 square feet of retail and offices, and an expansion of the Urban League headquarters to a site where rundown, crime-infested motels once stood.

Hailing this "momentous day," the mayor said the 3.5-acre development, across from the Veterans Administration Medical Center and near a DART rail line, "changes the course of this city in many ways" and "continues to push our momentum to grow south.

"We need people living here, buying their goods here and staying here when they come to the VA hospital," he said.

"This Lancaster corridor is going to be in the next decade one of the most vibrant corridors in the city of Dallas," he said. "Mark my words. You can see it happening and we've got the foundation in place."

Lancaster Urban Village will be owned by City Wide Community Development Corporation. Catalyst Urban Development will partner in the project with federal, city and private funding. Catalyst's portfolio includes work in Uptown. Addison Circle and Plano's Legacy Town Center.

Site work should begin in April with completion in 12 to 14 months, said Sherman Roberts, City Wide president.
