That seems to have a bit more street level appeal to it than "our" Bank of America.

It looks like they've built it on top of an older building. That's an interesting idea. Although I think it works better when is a tower like than rather than a short building. Like we have one here in Dallas on Main Street (I think) on the way to Deep Ellum, where someone added about two stories on top in glass on a pretty old building. It looks aweful! Anyone know which on I'm talking about?

Yes, crescentboi I have seen the building you are talking about and it is simply hideous.
