Structure on top of symphony parking garage?

I was driving past the Symphony parking garage yesterday and noticed what looked like the unfinished remnants of a structure that was going to be built on top of it with concrete pillars and rebar coming out of it, does anyone know if thats remnants of a past unfinished structure or something they're working on right now?

That's Craig Hall's land. I believe it was to be office in the 80's and more recently a residential tower. Allegedly, it was derailed by an arguement with the city over the parking garage. There is a thread somewhere around here.
