I would be surprised if this hadn't been caught by some City Plan Commission watchers, but I didn't see it in the threads of any nearby projects like NorthPark expansion or Park Lane Place:
"authorized hearing to determine proper zoning on property zoned Planned Development District No. 463 ["allows for assisted living facility uses, lodging and similar uses, and retail uses"], with consideration given to increasing the maximum permitted floor area for all lodging and similar uses to 475,000sf and to eliminate the requirement that nonresidential parking sites on the Planned Development District provide access to North Central Expressway Service Road on the southwest corner of North Central Expressway and Northwest Highway. Staff Recommendation: Approval, subject to conditions Applicant: CFRI-PMRG Lincoln Park Venture, L.P. Representative: Kirk R. Williams"
The document from the 7 June hearing with general partner Commonfund Realty and limited partner PM Realty is here:
http://www.dallascityhall.com/meetings/plan_commission/Z067-221_060707.pdf
It appears that they are not requesting a height variance from the exiting envelope extending variously to 133' and to 108', but p.9 of the pdf indicates that the sites are permitted for 775Ksf total, so their actions are consistent with being less interested in office than in doing more of the other uses. P.5 indicates that, "The applicant plans to build a retirement housing facility in proximity to residential, retail and personal service uses."
