The past several Sunday evenings I noticed several large floodlights near the river southwest of DT. They appeared to move although I tried to be a good driver and not watch too much ... any idea on what these are?

Trinity River Project? They're cool, but I was unclear what purpose ... I have lost what they thing even is supposed to be. Are the lights purely PR?
